Political capital is made by a Lobbying Firm and traded on the Market like any other good. Spending it here pushes one of your own government's policies up or down. Every policy but one drifts back to the standard setting unless someone keeps paying to hold it; the Tariff is the exception, and stays where it is put until someone moves it again. No policy can be pushed past its limit however much is spent.
